Former Minister said that after abrogation of Article 370 ,35A and Triple Talaq ,the reservation for the women in BDC Polls in Jammu and Kashmir is a Welcome step and a historic one too towards the empowerment of women where the Government has ordered 33 percent reservation for women in the Block Development Councils (BDCs), which will form second tier of Panchayati Raj in Jammu and Kashmir. Out of 316 BDCs, election will be held on 310. Of them, 172 have been reserved including 78 for Women, 48 for STs, 21 for ST Women, 18 for SCs and seven for SC Women. Sethi while speaking to large public gathering at Block Lamberi said that Block Development Councils (BDC) in the Jammu,Kashmir and Ladakh is the next step to devolution of powers. She added that the second spin-off is related to real devolution, empowering local bodies and bringing the administration to the grassroots. She added that In addition to 33 percent reservation for women, the Block Development Councils have also been reserved for SCs as per their population and this has happened only because of country is led by the bold and honest leader Narendra Modi who delivers what promises to people She urged the panchs and sarpanchas to vote in favour of BJP candidates across the Jammu and Kashmir. She lambasted on the former CM Omar Abdullah and his Govt and said that in 2011 Omar Govt has ordered to conduct the BDC elections in November 2012 but then the process was shelved at the eleventh hour and unfortunate is this that in 70 years no Govt in the past has taken the second tier of Panchayats seriously as nobody was willing to dilute the powers to gross root level as they don’t want to come out from the family politics but after massive mandate to the BJP led by Modi that the second tier is happening. She added that Prime Minister, Narendra Modi is committed to strengthen grass root democracy in Jammu & Kashmir and that is why he is providing an opportunity to the people of J&K to give expression to their democratic aspirations, in the same manner as in the rest of the country. She said that hollow slogans of autonomy and self rule by these main stream regional parties of Kashmir never allowed the democracy to be strengthened at grass root level and that is why they always opposed to Panchayat and Block elctions and thosd slogans were for their self and self only.
