Defecation in open a crime, govt to penalize people

Taking a strict action against the people, who caught while defecation in open the government has decided to slap of fine of Rs 200 to a person, who found violating the rule.
The decision in this regard has been taken after conducting audit of over a dozen of open Defecation free (ODF) villages.
According to informed sources, the decision was taken to maintain the sanitation by persuading the people to use their toilets in their respective areas which have been declared as ODF under the Swachh Bharat Abhiyan.
“The sole objective of the drive is to maintain cleanliness and sanitation of ODF areas and if people still go into the open places for defecation, they need to be persuaded and penalized if required by imposing a fine of Rs 200,” they said. Surprisingly, Jammu and Kashmir has been placed second in terms of poor sanitation after Bihar and authorities here attribute the same to dearth of sanitation workers particularly in rural areas.
“Both people and the department have to discharge their respective responsibilities,” the sources said, adding “this joint responsibility will lead to a huge success in maintaining sanitation in ODF areas.”
Incidentally, both Jammu and Srinagar Municipal Corporations have failed to achieve their targets under the Centrally Sponsored Scheme, Swachh Bharat Abhiyan, by creating mass awareness among the people about its advantages and benefits.
J&K Rural Development Department with its efforts has completed 93 per cent of the targeted individual household latrines and community latrines. This is an outstanding achievement for J&K to emerge as one of the top performing states in the country when less than a year ago, it was at the bottom of the ladder.
They said the areas cleared by audit agency in Jammu region included Katra, Reasi, Udhampur, Sunderbani, Nowshara, Kalakote, Rajouri, Kishtwar, Batote, Poonch, Surankate, Basholi, Ghoumanasa, Arnia, and Jourian.
