Beti Bachao Beti Padhao is a government social scheme launched by the Prime Minister Narendra Modi in order to address the gender imbalance and discrimination against girl child in the Indian society. This scheme was launched by the Prime Minister on 22ndof January in 2015 at Panipat, Haryana.This scheme is to aware people about the importance of girls in the society. It is also to increase awareness among common people to save the lives of girl child by completely removing the female foeticide. People should celebrate the birth of their girl child and educate them with full responsibility as they do for their boy child.
The purpose of launching this scheme was generating awareness as well as improving the efficiency of welfare services for women and girl child in the Indian society. It aims to address the issue of the declining child sex ratio image. The scheme for girls was very necessary to aware people about the safety of women all over India. People in the Indian society have very rude mindset about the girl child. They think that girls are like burden in their life who only need to take whole life from their parents or husbands and never give.
The saying goes “When you educate a man, you educate a man but when you educate a woman, you educate a generation”. Beti Bachao-Beti Padhao is the social awareness campaign making the parents celebrate the birth of a baby girl instead of getting unhappy. Hundreds of years have witnessed Indian families not rejoicing on the birth of girl child not only in rural areas but also in educated urban circles. On the top of it, the orthodox families used to go for female foeticide or abandoning the girl child, if at all she happened to be born. Social and family constraints did not allow the Girls to go to school or to opt for higher studies. The social campaign aims to generate awareness and improve the efficiency of welfare services intended for girls. Beti Bachao Beti Padhao scheme aims at making girls independent both socially and also financially through education. This approach of the Government can facilitate in generating awareness and improving the efficiency of delivery of welfare services meant for women. The Scheme has been received well and has been successful in establishing the improvement in Child Sex Ratio as a National Agenda. It has resulted in increased awareness, sensitization and conscious building around the issue of declining CSR in the public domain.
However, it is not true, girls occupy almost half population of the world so they are half responsible for the existence of life on the earth. Less importance of girl child in the human society is causing suspense of life existence on the earth as where there is no women, no new birth would be. The continuous decrease in the ratio of girl child per boy child is clearing this issue very well. So, this scheme has been launched by keeping in mind to prevent sex determination, female foeticide, save girl child, ensure safety of girl child, as well as provide quality education to them.
Beti Bachao Beti Padhao scheme is the way to achieve positive changes in the human negative mindset for girls. This scheme may make a call to people to end the discrimination between sons and daughters and work as a key to end female foeticide. While launching the scheme, PM reminded to the whole medical fraternity that the purpose of medical profession is to save lives and not finish lives.
Sex-selective abortion or female foeticide has led to a sharp drop in the ratio of girls born in contrast to boy infants in some states in India. Ultrasound technology has made it possible for pregnant women and their families to learn the gender of a foetus early in a pregnancy. Discrimination against girl infants, for several reasons, has combined with the technology to result in a rise in abortions of foetuses identified as female during ultrasonic testing. It aims to address the issue of the declining child sex ratio image. Sex-selective abortion is the practice of terminating a pregnancy based upon the predicted sex of the infant. The selective abortion of female foetus is most common where male children are valued over female children. Sex-selective abortion affects the human sex ratio—the relative number of males to females in a given age group. Social construct discriminating against girls on the one hand, easy availability, affordability and subsequent misuse of diagnostic tools on the other hand, have been critical in increasing Sex Selective Elimination of girls leading to low Child Sex Ratio. Since coordinated and convergent efforts are needed to ensure survival, protection and empowerment of the girl child.
The launch of “Beti Bachao, Beti Padhao”, a nation-wide campaign to increase awareness on celebrating the Girl Child & enabling her education. The campaign will be aimed at ensuring girls are born, nurtured and educated without discrimination to become empowered citizens of this country with equal rights. The Campaign will interlink National, State and District level interventions with community level action in all the districts, bringing together different stakeholders for accelerated impact.
The Ministry of Women and Child Development would be responsible for budgetary control and administration of the scheme from the Centre. At the State level, the Secretary, Department of Women and Child Development will be responsible for overall direction and implementation of the scheme. A Monitoring System will be put in place right from National, State, District, Block and Village levels to track progress on monitorable targets, outcomes and process indicators.
On ground, the scheme is driven by the motivation and enthusiasm of the District Collector/Deputy Magistrate of the selected district. The transformative potential could be assessed in the kind of local level innovative initiatives undertaken by District Administration in coordination with WCD, Health and Education departments. The scheme aims at making girls independent both socially and also financially through education. This approach of the Government can facilitate in generating awareness and improving the efficiency of delivery of welfare services meant for women.
