Transparency in system requisite for accountability

Good governance is a precondition to accomplishing human advancement which is the foremost apprehension or task and the eventual goal for all states' programmes and activities, which can be attained through bringing Transparency and accountability in the system.
Particularly, in Jammu and Kashmir, it becomes important to fetch technological intercession in the regular functioning of the Department for Public Delivery System (PDS), as it perks up effectiveness, transparency and accountability
Thus, Transparency and accountability are the key constituents of good governance, can be achieved by technology intervention in the ordinary function of various Governmental Departments. Therefore, it is essential to bring technological intrusion in the routine execution of the Department.
Example of which includes in like making it mandatory on the recipients enrolled with UIDAI to link their Aadhaar numbers for availing benefit under the Centre and State Schemes.
Ironically, State Government has not succeeded completely to ensure Aadhar enrollment of everyone in the Jammu and Kashmir.
Effective, efficient and equitable management of public and private institutions is a desideratum for growth and development of Jammu and Kashmir and its people. Thus, mutually reinforcing steps of Transparency and accountability should be first pre-condition of every public functionary.
Pertinently, it is for the Deputy Commissioners, SDMs and Tehsildars to undertake the measures of technology interventions in frequent checks and monitoring of the public developmental functions and projects at district, sub-division and tehsil levels, as it would provide aid and assistant to the governmental functions.
