Rules of Industries and Commerce Department which needed to be more people friendly and more effervescent in its function must be implemented properly so that the various Central and State sponsored schemes under the Department could reach to the intended.
However, the Rules, Sub Rules, Regulations & Bye law of the Industries and Commerce Department necessitate being further amended as per the requirement of present scenario.
Whereas, various laws of different wings of Department are required to be discussed for the welfare of society at large with changing society and demands, as it includes industrial policy, child labour laws, recruitment laws and SROs of the department which require more focus.
Particularly, making people aware regarding the different schemes launched by the State and Central Government is a desideratum which is the prime duty of concerned authorities so that for the welfare of the people of the State the benefits of the schemes can be to each and everyone.
Notably, apparition to promote the balanced growth of Industry & Commerce in Jammu & Kashmir through sustainable utilization of natural resources and development of human skills should be the first priority of the department. So that the mission to create an enabling and entrepreneurial friendly environment in all regions of the State which will facilitate the sustainable growth and development of Industrial enterprises including Cottage and Village industries can be achieved. Pertinently, there is need to encourage new investment in industries and facilitate new entrepreneurs. Concerned authorities should create conditions that will enable the promotion of human resource skills, the creation of new employment opportunities and development of new designs in the Handloom and Handicrafts Sector.
