Fast Track Recruitment Policy failed to create ample employment avenues

Providing employment to the unemployed as well as the educated youth of the state is always a challenge for every government. Same is the issue with our government, where the number of unemployed youth of the state is increasing at an alarming percentage.
Young people need jobs so that they can be launched on an income generating track for the rest of their working life. Unfortunately, youth unemployment problem has not been solved in the State of Jammu and Kashmir and there are many young people seeking job in government as well as private sector every month.
During a question raised by Mian Altaf Ahmad, the Minister In charge replied that there are 88,040 unemployed youth in the State of Jammu and Kashmir. These 88,040 youth are registered with various District Employment and Counseling Centers of the State up to December 2017.
Although the government from time after time taken number of initiatives for employment to unemployed qualified youth in Government as well as in private sector yet on ground the Fast Track Employment policy of the State Government have failed to generate employment avenues for the youth of the state and youth of the state are feeling that government has betrayed from its promises as even though they have registered themselves years ago nothing has been done for the youth of the State, and 4employment remains a distant dream to them.
It is worthwhile to mention that in terms of Government Order No, 912-GAD of 2015 Dated 30.6.2015, the Government has adopted policy to fast track the recruitment in government Departments for filling up on Non-Gazzetted posts borne on the establishment of any department or service of the Government and for that Jammu and Kashmir Government has implemented Special Recruitment Rule, 2015 and notified it vide SRO 202 of 2015 Dated 30.6.2015.
Under the said policy it was obligatory on the recruiting agencies viz Jammu and Kashmir Public Service Commission and the Jammu and Kashmir Service Selection Board were asked to complete the selection process for the referred vacancies in the time bound manner.
Even though there are 88,040registered unemployed youth, the concerned agencies have given employment merely to 22,873 unemployed qualified youth even after three years of Fast Track Policy being announced and notified.
Out of these 22,873 filled vacancies, Jammu and Kashmir Public Service Commission has made 3290 selection, whereas Jammu and Kashmir Service Selection Board has made 19583 s3elections in the same period.
As far as private sector is concerned even though there are several schemes sponsored by Union Government and implemented by state Government to address the problem of unemployment and to channelize the youth power for giving them ample job opportunities yet the schemes like Skill Development have also being miserably failed in the state to provide job avenues to the entrepreneur of the state
