Govt failed to utilized the funds sanctioned under Khelo India

No doubt sports is considered to be an extremely important component for the overall development of our nation by enabling the youth towards nation building and for this Union Government started “Khelo India” for sports persons.
Khelo India which laid emphasis on the importance of sports and fitness in one’s life and inculcating team spirit, with an aim to develops strategic & analytical thinking, leadership skills, goal setting and risk taking thereby providing enabling the fit and healthy individual failed to reach the desired goals in the state of Jammu and Kashmir.
The Khelo India programme was also introduced in the state of Jammu & Kashmir to revive the sports culture at the grass-root level by building a strong framework for all sports activities. For this huge amount was sanctioned in the year 2016-17 to the State Sports council. Lack of proper policy and framework have caused tremendous loss to the aspiring sports persons of the state as funds lapse in due course of time.
During a question raised by Mohammad Muzaffar Parray regarding the amount received and utilized under Khelo India flagship Scheme the minister In charge replied that Rs 6,06,87,000 was received by the J&K State Sports Council during 2016-17 for conduct of Annual sports competitions under Khelo India Scheme, out of which merely Rs 3,57,72,666/- was utilized during the same financial year and balance amount of Rs 2,49,14,334 will be utilized during the current financial year 2017-18
Apart from this the Ministry of Youth Affairs & Sports, Govt of India, has also approved an amount of Rs 216 lacs during current financial year 2017-18 for promotion of Football among the youth of J&K State under the program “Lets Play” football competitions, co-branded with the Khelo India Scheme for the age group 6 years to U-19 Boys/Girls (Student/non-student).
Not only there is lapse in utilization of funds the in the satiate of Jammu and Kashmir no athlete has been provided scholarship under Khelo India Scheme although The Ministry of Youth Affairs & Sports, GoI revised and revamped the Khelo India Scheme and issued the revised Operational Guidelines on “Talent Search and Development” component of Khelo India Scheme.
In such a scenario where sports is an extremely important component for the overall development of youth and children and to explore the tremendous potential needs lapse of funds is a serious concern and the sports authorities should take effective measures for utilization of funds so that more and more sports activities can be conducted at grass root levels and benefits under Khelo India can be reached to the sports persons.
