Huge pendency of gazetted, non- gazetted posts an issue of grave concern

In a time when Government is making announcement to take the issue of unemployment on priority basis in the state of Jammu & Kashmir, thousand of posts are lying vacant in various department across the state of Jammu & Kashmir.
During a query raised by MLC Khursheed Alam about the details of vacant gazetted and non - gazetted posts, the Minister In charge replied that there are 6034 number of gazetted posts lying vacant and 35113 non-gazetted posts lying vacant in various departments.
In state of Jammu & Kashmir where already people are suffering because of lazy work culture, it’s a matter of concern that although government being aware of the fact that 41,147 posts are lying vacant, yet delay in filing of these posts have caused much delay in several works
Matter of the fact that these posts have fallen vacant in various department from time to time on account of retirements, deaths, promotions etc.
In public works Road & Building Department 177gazetted and 772 non gazeted posts are lying vacant, while there are 11601 number of vacant posts in school education department with2153 gazetted and 9448 number of posts lying vacant across the state.
In higher education department there are 1441 posts are lying vacant. Out of these 1441, 1109 are gazette posts, whereas 332 are non gazetted posts lying vacant. Not only this 167 gazetted and 315 non-gazetted in power development, 159 gazetted and 1341 in rural development and 118 gazetted and 6704 non-gazetted in home department.
In the tourism department 98 gazetted and 335 non gazetted posts are lying vacant and in Ladakh Affairs department 2110 posts are lying vacant. Out of these 2110, 568 are gazzeted posts and 1542 non- gzetted posts lying vacant
There are about 40 various departments where 6034 gazetted posts and 35113 non –gazetted posts lying either due to promotions, death besides several other reasons.
A per the reports vacancies in Industries and Commerce include 43 gazetted and 757 non-gazetted, Law, Justice and Parliamentary Affairs with 38 gazetted and 69 non-gazetted, Protocol department with 30 gazetted and 34 non-gazetted posts , Information department having 30 gazetted and 309 non- gazette posts and Science and Technology department having 27 gazetted and 68 non- gazette posts lying vacant
It is high time that state government should look into the matter of vacant post seriously and take necessary steps so that these vacant posts can be filled at the earliest, and smooth conduct of working can be carried out afterwards.
Either the state government shall fill the direct quota vacancies from through designated recruitment agencies, committees like J&K PSC for gazette posts and J&K Public Service Commission for gazette posts. For class-IV post necessary direction should be passed to designated departmental committees to fill the vacant posts and fast tract the recurment process to fill the vacancies. Moreover unemployed youth can have the opportunity to serve the state as 8if the posts are filled in due course of time.
