Members call for promotion of livestock sector, revival of cooperative movement

Around 16 members took part in the Discussion on Demand of Grants for Animal, Sheep Husbandry & Fisheries, Ladakh Affairs, and Cooperatives departments in Legislative Assembly today and called for promotion of farming sector and revival of cooperative movement.

Initiating the Discussion, Altaf Ahmad Wani appreciated the Animal, Sheep Husbandry Department for taking various initiatives for the welfare of the people. He, however, said that there was more scope for improvement in the functioning of department to achieve better results. He also stressed on the need for increasing livestock production in the State.

The Legislator said that there was huge scope of rearing of pesi-culture in the state, especially in Pahalgam area but need is to promote it on modern lines.

Referring to the activities carried under Cooperative sector, Altaf said that five cooperative societies are functional in his Constituency which need to be strengthened to maximize outreach of various welfare schemes launched by the government.

Syed Farooq Ahmad Andrabi, while taking part in the discussion, said that livestock rearing is a noble profession and asked the government to use natural resources and put in place all efforts to streamline the Animal, Sheep Husbandry and Fisheries departments. He called for organizing massive awareness camps to educate the people about various welfare schemes of the government to benefit maximum number of people.

Syed Farooq suggested for establishment of Veterinary Units at every Constituency and demanded for separate funds for each unit.

He welcomed the initiatives taken by the Fisheries Department to promote the fish farming, and pointed out that there is a scope of promotion of local fish which needed to be given special focus.

He also called for conducting elections of cooperative banks and of cooperative movement in the State.

Neelam Kumar Langeh, while appreciating the government for various initiatives taken to promote animal, sheep and fisheries sector, he urged the government to bring in more improvement in the functioning of the working of the concerned departments. He demanded for introducing of new species in cattle. He demanded for filling up of vacancies in animal and sheep husbandry departments, opening of animal husbandry centres in his constituency and insurance cover of livestock.

He said there was great scope for promotion of pesi culture in his Constituency and demanded for establishment of new Fish Ponds in the area.

Aijaz Ahmad Khan, while taking part in the discussion, said that animal and sheep husbandry is an important sector and the proposals reflected in the 2018-2019 budget, are not sufficient to cater to its requirements. Urging for proper planning, he asked the government to enhance the budget proposals for these sectors. He said state meets maximum poultry, mutton and milk demand through imports, which means there is huge scope for its growth.

Bashir Ahmad Dar called for tapping huge potential of animal, sheep and fisheries sectors to generate employment among educated unemployed youth.

For providing health facilities to the livestock, he suggested for purchasing veterinary ambulances for each Constituency for which the funds be utilized from Constituency Development Fund (CDF) of the local legislator.

He also underscored the need for strengthening of functioning of the JKFED.

Mubarak Gul, while taking part in the discussion, demanded adequate funds for promotion of animal, sheep, fisheries and cooperatives sectors. He also called for strengthening Wool Board and tapping huge scope for milk products in the state by adopting latest techniques.

He demanded establishment of hygienic fish markets in the State adding it will help in better sale and marketing. He called for promotion of Pashmina wool production and sought adequate funds for the purpose.

Raja Manzoor Ahmad raised various issues of public importance and urged for more fund allocation under animal and sheep sectors. He said that majority of state’s population is directly or indirectly connected with these sectors. He also called for creating mass awareness about the health facilities for livestock. He also demanded for Insurance Cover of livestock. He urged the government for improvement in the functioning of veterinary centres. He asked the government to formulate comprehensive road plan for boosting of fish culture in the State. He demanded for liberal funding under animal, sheep and fisheries departments.

Choudhry Sukhnadan Kumar, while taking part in the discussion, underscored the need for improving the functioning of Cooperative department, strengthening of cooperative societies, strengthening of Cooperative Banks of Anantnag, Baramullah and Jammu. He also urged the government to take necessary steps for up-grading Cooperative societies. He asked the government to introduce hybrid semen.

Nawang Rigzin Jora raised various public interest issue of Leh region. He suggested that at least 10 percent of the budget allocation should be fixed in every sector for Ladakh division. He also urged the government for improving in the functioning of animal, sheep, cooperatives and ladakh affairs Departments.

Noor Mohammad Sheikh, while taking part in the discussion, said that animal, sheep and fisheries departments are important departments and have huge scope for creating employment avenues for educated unemployed youth. He urged the government to lay special focus on these sectors to meet deficit of 60 percent of mutton, eggs, being imported from outside States.

Daleep Singh Parihar also took part in the discussion and raised various public interest issues of his Constituency. He said there are presently 26 internal veterinary centres functional in his Constituency and asked the government to fill the vacancies at these centres.



He said that officials deputed by the Department for five year BVSC trained may be considered for posting as Veterinary Surgeons.

He demanded for providing 10 sheep units in each Constituency. He also urged the government to establish fish units in every Constituency of the State.

Mohammad Akbar Lone, while taking part in the discussion, said that there is huge scope of pasi-culture in his Constituency and urged the government for formulating comprehensive policy tap it. Lone demanded for setting up of five veterinary units in his Constituency to ensure better health care facilities for the livestock.

He underscored the need for conducting cooperative elections to revive cooperative movements in the State.

Asgar Ali Karbalie said that the Artificial Plant and Hatchery Pond in his Constituency is not properly functioning and urged the government to look into the issue. He asked the government for introducing cross breeding of cattle.

He also sought immediate eviction of encroachment on grazing meadows by people and armed forces. He said that an amount of Rs 50 crore has been sanctioned for promotion of Pashmina Industry, but the funds have not been released so far. He demanded immediate release of earmarked funds.

Abdul Rahim Rather while taking part in discussion, said Fish Farm in his home constituency Kokernag is Asia’s biggest Farm and called for its up-gradation. He also demanded for up-gradation of Daksum Sheep Farm and setting up of Wood Industry in his Constituency.

Usman Abdul Majid said there are 1762 fishermen in his Constituency and demanded incentives to boost pasi-culture in Bandipora. He called for equitable distribution of incentives among the fishermen. He also called for adequate funding under fisheries sector and relief for the 2014 flood victims.

Ravinder Raina demanded compensation for the livestock died due to border shelling in his area.
