Understand internal dynamics

Solving an impossible mathematical puzzle would be much easier than resolving the India-Pakistan tangle. India cannot continue to ignore indefinitely the rising diplomatic chorus for resumption of talks with Pakistan. The international community also has to be kept in good humour and needs to be shown that India is doing its bit in engaging with Pakistan. Pakistan has already tightened screws on India by operationalizing its ‘assets’ in Jammu and Kashmir. New Delhi understands the internal dynamics of Pakistan and also the facts that there are elements which always try to sabotage the peace process. India rejects in their entirety the self-serving allegations regarding the situation in Kashmir which is an integral part of India where Pakistan has no locus standi.” For India, terrorism fomented by Pakistan has been the key spoiler. Pakistan, on its part, sees the dispute over Kashmir as the main cause for tensions in the bilateral relationship. Ties have been hit most recently over the killing of Burhan Wani by Indian security forces in July last year. Pakistan angered India by describing Wani, who India says was a militant belonging to the Hizbul Mujahideen group, as a Kashmiri leader. Pakistan is fully responsible for the rising heat in India-Pakistan ties. It has brazenly sought to stoke the current unrest in Kashmir, disregarding the repercussions for its relations with India. New Delhi has shown some understanding of Pak PM’s political compulsions in being strident on Kashmir periodically in order to cover his flanks vis-à-vis the armed forces and religious groups. Modi had reached out to him personally in an effort to build some equation that could facilitate the management of a fundamentally antagonistic relationship. But with Pak PM wilfully adding fuel to the fire in Kashmir, Modi will have to play his diplomatic cards differently now, with less room for personal gestures. Ideally, the best course for India would be to ignore Pakistan completely. History has shown that India-Pakistan relationship has more to do with rigid political mindsets on either side rather than anything else. Besides, the Pakistani non-state actors like the designated terrorist Hafiz Mohammed Saeed too have pushed the envelope for India. India was committed for dialogue with Pakistan but will give “effective and forceful” response to unprovoked firing and cross-border terrorism. New Delhi believes that dialogue is only option to resolve all pending irritants with Islamabad.
