Categorically the success of MGNREGA depends on the performance of individual states. What can be a reasonable standard for assessing how well the states are doing? One intuitive way can be to see how well individual states have done in utilizing their allotted funds under the scheme to generate the given scheme outcomes. Another equivalent way could be to see how well individual states have produced the scheme outcomes corresponding to the allotted funds.
However, the center is keen to provide more funds to the Jammu and Kashmir under MGNREGA to expedite the process and enable the state to receive full grants provided the state continues to do good work on the ground effectively.
Hence, keeping in view the performance of the state, the central government has doubled the target of man-days generation under the scheme from 1.19 crore to 3 crores man-days and has asked the state that if it achieved the target before time, the same can be again revised.
Notably, the Central Government has released Rs 900 crores as central share under the scheme so far. However, after the visit, the central government has expressed willingness to allocate funds to the tune of Rs 2000 crore for the current year keeping in view the performance of the state.
Meanwhile, the launch of e-FMS as a revolutionary step that will ensure that the beneficiaries not to move from one office to another for payment and instead the department will directly transfer wages to their already linked bank accounts. This step will not only ease out the whole process of disbursing payment to the beneficiaries but also remove the hurdles and makes it paperless besides eliminating delays in wage payment.
Pertinently State should further improve the quality of work and said that they have taken it as a mission and assured the visiting team that his team will work religiously for effective implementation of the scheme.
