Shortage of staff hampering the smooth functioning of Cluster University affiliated colleges

The Cluster Universities (Cluster University, Jammu, and Cluster University, Kashmir) were established up in the Jammu and Kashmir state under centrally sponsored scheme Rashtriya Uchchtar Shiksha Abhiyan (RUSA), launched in 2013 by the Union Human Resource Development (HRD) Ministry to run a progression of extra and propelled courses in the various existing colleges, with one each in Srinagar and Jammu as the leading institutes of Jammu and Kashmir cluster universities respectively.
The Cluster University, Jammu, includes GGM Science College, Government MAM College, SPMR College of Commerce, Government College for Women, Gandhi Nagar, and Government College of Education, Canal Road.
The Cluster University in Srinagar includes Amar Singh College, Srinagar, SP College, Srinagar, Women's College, MA Road, Srinagar, Government Degree College, Bemina, and the College of Education, Srinagar. The GGM Science College in Jammu and Amar Singh College in Srinagar are the lead universities.
Despite the fact that the 2017-18 session of five government colleges which works under the recently made Cluster University, Jammu, started for the current year, but the cluster university is yet to fill different posts at different levels teaching and non teaching.
Jammu Cluster University, which is working from an make shift arrangements at Government College for Women (GCW), Gandhi Nagar, is confronting with scarcity of staff as the posts that were promoted by the Higher Education Department in 2016 are as yet lying empty. Various such posts include, posts of Assistant Registrar, Assistant Professor, Accounts Officer, Assistant Director (Planning and Statistics), Estates Officer, Private Secretary, Section Officer, Personal Assistant, Statistical Officer, Head Assistant and Statistical Assistant.
In order to run the affairs, the Vice Chancellor and Registrar of the university were appointed, yet the much delay in filling of different posts in various disciplines had influenced the working of the college and the university has started the academic session of its colleges from this year with shortage of adequate staff which is hampering the smooth conduct of academic session
