Patwaries under RBA/ALC enjoying favourite ‘Halqas’ for years

The revenue officials, Patwaries in district Udhampur have been flouting the RBA transfer policy by taking prime postings in their favourite ‘halqas’ in the urban town.
When one is employed under some category, say RBA, he is bound to serve in his respective area for the stipulated time period. But in a very sad state of affair some influential and corrupt officials are serving in their favourite ‘halqas’ from quiet a long time. These influential officials have sidelined the deserving candidates to far flung remote areas.
Official sources said that the premature transfers are common in the department these days. As per a Govt. circular no DCc/ps/fcr/2014/03-35 Dated 22.01.2014 states officials who are appointed under RBA/ALC categories have to be appointed as per the provisions led down in SRO 144 issued vide notification dated 28 May.
“Due to links and sources some of the corrupt officials get their orders of postings changed the very next day”, said one of the officials on the condition of anonymity. “The policy allows premature transfers only if it is in the interest of the public or administration, However, various departments have not been following the transfer policy either by premature transfer of officials or retaining employees for years at a specific post”, said the official.
The government has issued several directions to department in the last one year to adhere the transfer policy. “The Health, Education, Rural Development, Social Welfare, Housing and Urban Developments have not followed the transfer policy,” an official of the General Administration Department, said.
While talking to the revenue secretary, Asfraf Mir regarding the matter, said, “the policies are framed for the benefit and sake of the common people and should be followed but sometimes we don't get to know what is happening at the lower side, but I will take a proper check and necessary actions will be initiated”.
The DC Udhampur has also been apprised of the matter and he has assured for the quick and prompt action against the defaulters.
