Indeed, even as the state government has given the reason of Rs 900-crore revenue loss to the state exchequer by virtue of abolition of the toll tax at Lakhanpur, strong voices are being raised against the charging of the toll assess after the presentation of Goods and Services Tax (GST) in Jammu and Kashmir.
The state government, in any case, has kept up a quiet on "net benefit" to Jammu and Kashmir as far as "separable pool of expenses" from the Center under the GST.
The state government has likewise remained reserved over getting rid of the toll tax being charged at Lakhanpur — the entryway to J&K — following the genuine contrasts amongst industrialists and dealers over the issue.
While business community and various sections of society in Jammu demand abolition of toll impose on goods, the industrialists contend that the practice ought to stay set up on the grounds that it would open the conduits for "outside dealers" to offer their items straightforwardly in the express that has the capability of making a colossal misfortune their (state industry) business.
“In the existing system, there will be no growth in business activity. Rather, there will be further deterioration of trade in the state. The main loser of the existing set up, if it (toll tax) continues, will be consumers and small traders. If the government is giving the reason of revenue losses to it by the abolition of the toll tax, why it is shying away from disclosing the net profit to the state from pool of taxes in the form of compensation by the GST Council?” Neeraj Anand, president Chamber of Traders Federation (CTF) said.
The GST Compensation Law accommodates remuneration to states that bring about income misfortunes in view of the execution of the GST in initial five years.
"The state government must come clean on the net revenuebenefit to J&K. The benefits to industry should proceed and we are not against it but rather there is no rationale of charging toll assess from traders as it were. The entry tax for unregistered traders has been annulled under the GST and now there is no contrast between them (untouchables) and neighborhood dealers. They can without much of a stretch work together in the state. Our request is that the legislature ought to annul the toll assess on enrolled merchants and force section impose on outside state dealers to deal with the issue," Anand said.
Traders, industrialist and people across all section of society in one voice said that J&K is an integral part of India. The imposition of any separate tax other than the GST defies the ‘one nation one tax’ theory which is not acceptable,” he added.
It is worthwhile to mention that as per the new tax system, no tax can be imposed after the introduction of the GST. There is no justification of charging the toll tax from the traders now. It will be in the larger interests of the common man. The industrialists have certain reservations with regard to the abolition of the toll tax which needs to be addressed.
