Disasters in the past have left many lessons which state government has net learned yet. As there is no effective plan to systematize infrastructure, and even to alleviate past occurred tragedies in future, moreover state government has no plan for training people to tackle disasters.
However in Jammu and Kashmir, in construction of new buildings the certificate of State Disaster Management Authority (SDMA) is not compulsory, as it would hold on the National Building Code in construction of new building.
Apprehensively State Disaster Management Authority has botched to undertake measures which would go a long way in mitigation of disaster impact.
Informatively, DPR of every building would take care of fire safety, Flood and earthquake Resistant component. In this regard, a circular which is required to issued to the concerned authorities and head of Department, has not be taken. Thus following Building code in letter and spirit is very far concept for the concerned authorities in the state.
Nominal announcement by government has already caused the loss of many lives in recent take place disasters. Now it is time to take convenient and effective measure by adopting new legal procedure. Government need to place an effective mechanism of ensuring certification of structural security of buildings by the competent professional and examine review of design of buildings is strengthened. Particularly, codes system can help in a very constructive mode to mitigate the disaster, as latest structural loading and design and construction codes including those relating to wind load, earthquake resistant design of buildings, steel design and foundations should be incorporated with a view to make certain structural safety of buildings in calamity.
