Govt committed for early completion of RDD projects to avoid fund lapse: AH Khan

“The RDD is
expediting work on various projects to
complete them to avoid lapse of funds,”said Minister for Rural Development, Panchayati Raj, Law and Justice Abdul Haq Khan, during his exclusive interaction with the Young Bites. Here are the excerpts.

VG: Non-completion of many development projects is a big issue, what you say?
HK: Non-completion of big development projects in not a regular issue, but some times these projects are not completed on time and there is some delay. Meanwhile, it is our priority for speedy completion of the under construction Panchayat Ghars and other developmental projects. We are hopeful that these constructions shall be completed on time and it would go a long way in augmenting infrastructural capacities of the department.However, I always impressed upon the officers to speed up the pace of all ongoing works so that these can be completed well in time. I also stressed the officers to utilize funds for the pending works and generate awareness about various State and centrally sponsored welfare schemes for the socio-economic upliftment of the people.
VG: With the beginning of new financial year, what is the progress of your department?
HK: As compared to the other departments the progress of our department is much better. At that time, more than 93 percent of the funds have spent under MGNREGA in Kashmir while 88 percent of works has completed in Jammu division.
VG: There are regular complaints in spending the funds under MGNREGA, What you say?
HK: The Government is serious in addressing the issues of Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) staff. Whether it’s the issue of hike in their salary or of secure future, I assure them that all the steps will be taken to redress their genuine grievances.
There are no complaints about the spending of funds under MGNREGA, in Kashmir division out of the total approved budget of Rs 290.52 crore under MGNREGA, Rs 279.89 crore have been spent. While, about 12 lakh job cards have been issued so far to the unemployed youths of the state out of which there are 9.78 lakh active job cards.
Meanwhile, 12409 households completed 100 days of wage employment while in all 4.59 lakh households were involved in MGNREGA works.
Under this flagship programme, the department has taken care of differently-abled persons of the society and 3535 differently-abled persons worked under MGNREGA this year and many women were also benefited from the scheme.
An amount of Rs 368.04 crore is being expended on these projects, out of which Rs. 16066.19 crore have been spent up to ending March 2015.
The Chief Minister also wants to see the future of youth safe and secure and that no stone will be left unturned in resolving the issues confronting them.
